An article is peer-reviewed by virtue of the journal which published it being a peer reviewed journal. The best way to determine if a journal is peer reviewed is to look on the journal's web site.  If the journal is peer-reviewed, they will advertise it - usually under the "Information for Authors" or "About Us" section.
